Billy was born William Albartus DeVorss in St. Yusuf, Missouri in 1908, and graduated from the Kansas City Art Institute in 1934 (Eslatma: there is other information that says he was entirely self taught!); then moving to New York’s Greenwich Village and working there until the early 1950s; where upon he moved back to the midwest with his wife.

Billy, like Rolf Armstrong used pastels to create his pinup illustrations and created an idealized romantic girl next door look of the young ladies he painted.
