This is another in a series of the nine muses the Meynier did; this time it features the Muse of History.
She is a Muse with large colorful wings, sitting on a large square stone block with an inscribed stone tablet that is standing vertically on her lap, and that she is holding with her left hand, while holding metal quill in her right hand slightly over the tablet.
She is wearing a laurel wreath on the top of her head a yellow gown and a blue cloth draped over her shoulder and across her lap.

Around her are the symbols of antiquity, which shows a statue of a seated Egyptian Pharaoh with a smaller Pharaoh Eagle-Owl on the right side.
Behind her to her left is a column and stone wall, and in the far distance, past the terrain of grass and trees we can see a large pyramid.

Meynier byl synem krejčího; a mladý věk projevil talent pro umění, a začal svůj výcvik pod vedením francouzského kreslíře a rytce Pierra-Philippe Choffarda *1731 – 1809).
Jako student francouzského neoklasicistního a historického malíře Françoise-André Vincenta (1746 – 1816), Meynier vyhrál druhou cenu v 1789 Soutěž Prix de Rome; zatímco Anne-Louis Girodet de Roussy-Trioson získala první cenu. O čtyři roky později v 1793 Meynier se vrátil do Paříže.
v 1815 Meynier se stal členem Académie de France v Římě; a v období mezi 1819 na 1822, vytvořil velkolepou výzdobu stropu Louvru; stejně jako vytvoření četných děl, která oslavovala napoleonskou legendu, který z větší části zůstává v zámku ve Versailles.
Vytvořil také návrhy pro basreliéfy a sochy na Arc de Triomphe du Carrousel a na pařížské burze.. Z 1816 Kupředu, Meynier byl členem Académie des Beaux-Arts; a v 1819 byl jmenován učitelem na École des Beaux-Arts.
