Tot i que Bill no tenia molta formació formal, tenia un ull agut i un gran des d'estil i forma que finalment el convertiria en un dels millors artistes de model pinup de la seva generació.. Va néixer a Minneapolis, Minnesota 1920, Bill va rebre la seva formació artística a les institucions educatives de la zona propera a on va viure.
A l'edat de 20 va poder aconseguir una feina a l'Oficina de Gravat del Tresor dels Estats Units, on va romandre fins 1942, quan va decidir entrar als EUA. Marina; convertir-se en un company d'artillers. Després del seu servei militar, Bill es va incorporar a l'estat major de Brown & Bigelow dins 1946 i dins 1947 va produir una il·lustració elegant d'una bella jove passejant el seu gos en una finca per a Kelly-Springfield Celebrity Tires.
També crearia il·lustracions publicitàries similars per a altres clients que també van resultar ser un èxit de públic. En 1949 Bill va crear el seu primer Pin up per a Brown & Bigelow i dins 1951 va ser nomenat com un dels cinc millors artistes pin-up de la firma. Medcalf es va quedar amb Brown & Bigelow fins 1967 win pin up l'art il·lustratiu va començar a disminuir, a causa del canvi de cultura i la distribució de revistes per a homes adults.
