Franz Xaver Winterhalter va néixer al petit poble de Menzenschwand, (ara forma part de Sankt Blasien), a la Selva Negra d'Alemanya[1] a l'electorat de Baden, encès 20 Abril 1805.[2] Va ser el sisè fill de Fidel Winterhalter (1773–1863), pagès i productor de resina del poble, i la seva dona Eva Meyer (1765–1838), membre d'una família Menzenschwand establerta des de fa temps.
El seu pare era d'origen camperol i va tenir una poderosa influència en la seva vida. Dels vuit germans i germanes, només quatre van sobreviure a la infància. Al llarg de la seva vida Franz Xaver va romandre molt a prop de la seva família, en particular al seu germà Hermann (1808–1891), que també era pintor.
Després d'assistir a l'escola en un monestir benedictí de St. Blasien, Winterhalter va deixar a Menzenschwand 1818 a l'edat de 13 per estudiar dibuix i gravat.
