Rolf Armstrong föddes John Scott Armstrong i Bay City, Michigan i april 21, 1889, till Richard och Harriet (Scott) Armstrong. Hans far ägde Boy-Line Fire Boat Company, som inkluderade en rad passagerarfartyg. Några var utplacerade i Chicago för användning på världsmässan i Chicago där 1893.
