This is a beautiful portrait of Hortense Mancini (francouzština) or Ortensia Mancini (italština), the niece of Italian Cardinal Mazarin (1602 – 1661), diplomat, politician, and chief minister of France to the Kings of France Louis XIII and Louis XIV from 1642 až do své smrti v 1661.

She was the mistress of Charles II, King of England, Scotland, and Ireland; and was the fourth of the five famous Mancini sisters, who along with two of their female Martinozzi cousins, were known at the court of King Louis XIV of France as the Mazarinettes.

Few details about Voet’s early life, training and career have been preserved. Voet se narodil v Antverpách jako syn malíře Eliase Voeta. Byl jedním z patnácti dětí; jeho starší bratr Carlo se přestěhoval do Amsterdamu a oženil se 1661 dcera bohatých Joan Coymans a Sophia Trip. Jacob opustil své rodné Antverpy a odcestoval do Říma, odkud bydlel 1663 na 1680.

Voet se stal členem Bentvueghels, sdružení převážně holandských a vlámských umělců působících v Římě. Voet nakreslil na dřevěné stěně obraz všech členů Bentvueghelů na bílou stěnu hostince v Římě, který byl oblíbeným místem setkávání této skupiny. Obraz byl natolik cenný, že byl ušetřen, kdykoli byly zdi přemalovány.
