Giovanni Paolo Panini o Giovanni Paolo Pannini va ser un pintor i arquitecte que va treballar a Roma i és conegut principalment com un dels vedutistas. (“veure pintors”).

Com a pintor, Pannini és més conegut per les seves vistes de Roma, en el qual es va interessar especialment per les antiguitats de la ciutat.

Entre les seves obres més famoses hi ha la seva visió de l'interior del Panteó (en representació de Francesco Algarotti 1712 – 1764 – Un polímata venecià), i les seves pintures vedutes de galeries de quadres que contenen vistes de Roma.

La majoria de les seves obres, sobretot els de ruïnes, tenen un adornament fantasiós i irreal característic dels temes capriccio. En això s'assemblen als capricci del pintor i gravador italià Marco Ricci (1676 – 1730).

Panini també va pintar retrats, inclòs un del papa Benet XIV (nascut Pròspero Lorenzo Lambertini 1675 – 1758 – Cap de l'Església Catòlica de 1740 – 1758).

A Roma, Panini es va guanyar un nom com a decorador de palaus. Algunes de les seves obres inclouen la Villa Patrizi c1719/25, el Palazzo de Carolis c1720, i el Seminario Romano c1721/22).

En 1719, Panini va ser admès a la Congregació dels Virtuosi al Panteó. Va ensenyar a Roma a l'Accademia di San Luca i l'Académie de France, on es diu que va influir en Jean-Honoré Fragonard. En 1754, va servir com a príncep (director) de l'Accademia di San Luca.
