En infödd i Paris, Boucher var son till en mindre känd målare Nicolas Boucher, som gav honom sin första konstnärliga utbildning. Vid sjutton års ålder, en målning av Boucher beundrades av målaren François Lemoyne. Lemoyne utsåg senare Boucher till sin lärling, men efter bara tre månader, han gick till jobbet för gravyren Jean-François Cars.

I 1720, han vann eliten Grand Prix de Rome för målning, men tog inte tillfället i akt att studera i Italien förrän fem år senare, på grund av ekonomiska problem vid Royal Academy of Painting and Sculpture.[1] När han återvände från studier i Italien antogs han till den återuppbyggda Académie de peinture et de sculpture på 24 November 1731.
